Delhi High Court Grants Bail to 4 Co-Owners of IAS Coaching Centre Basement Where 3 Aspirants Died
The Delhi High Court on Friday granted interim bail till January 30 to four co-owners of a coaching centre basement in Old Rajinder Nagar where three IAS aspirants died due to drowning.
Justice Dinesh Kumar Sharma, however, imposed a condition for bail that the co-owners would have to deposit ₹5 crore with the Red Cross on account of their act of greed in renting out the unsafe basement.
The court also directed the lieutenant governor to constitute a committee, headed by a retired high court judge, so that clearing of coaching centres and recognition of only those centres that function from recognised premises is ensured.
The tragic incident took place on the intervening night of July 27 after the basement of Rau’s IAS Study Circle flooded the entire area due to heavy rainfall, killing Shreya Yadav (25), Uttar Pradesh resident; Tanya Soni, 25, from Telangana; and Nevin Delvin, 24, from Kerala.
The co-accused, Parvinder Singh, Tajinder Singh, Harvinder Singh and Sarbjit Singh, informed the court that they were mere landlords who had given the basement on rent and, as such, had nothing to do with the incident.
CBI had strongly opposed the bail application of the accused and said investigation is at a nascent stage and till the statement of all independent witnesses is recorded, the accused should not be granted custody bail.
During the hearing on Thursday, Justice Sharma also asked the CBI about the quantity of waterlogging on the incident day and why such massive flooding occurred when heavy rain occurred in the area.

The CBI told the court that as per the statement of witnesses, 35-40 students were present in the basement when water entered and suddenly surged like “dam failure” after breaking the gates of the basement.
